The core research question of this project by PLAAS is to understand who is benefiting from South Africa’s land redistribution programme. The project aims to work with rural activists and organized rural formations to explore this issue, and if elite capture is indeed taking place, to assess how this affects the outcomes of what was originally conceived of as a “pro-poor” land redistribution programme. The research findings will be published in different formats and the implications for policy will be explored, as well as for advocacy towards pro-poor shifts in land reform policy and practice.
